Confusing quesition about CBWFQ bandwidth and priority

IOS Documents tell us: When interface is congested,traffic above allocated bandwidth is discarded.In other words,When interface is not congested, bandwidth command(including priority command)will not take effect. My quesiton is: HOW to know a interface is in congestion or not?

An interface is congested when the Output queue contains one (1) or more packet(s).
