Console connection

I have two identical (1600) routers. I can get into one of them with a console cable but I get no response from the other. Any suggestions as to why? Can, for example, the console port be disabled? If so, how would I tell and how would I enable it?

do u have correct baud rate set say 9600 both and make sure Hardware Flow control is set to none.

also if this doesn't help . try to open the box and swap the ram and flash from the working box. I had teh sam eproblem and It sholved that way .
