I am trying to work out how to correctly contend my Internet customers. Each of their circuits is presented by a VLAN. I have tried access lists but the big problem is that as some customers have more IP addresses than others and so some get more of a slice of the bandwidth. I have been told that I can use the MSFC2 PFC2 supervisor on the 6509 that we have that acts as a VTP server delivering clients service over gigabit ethernet to contend customer vlans. The issue is that contention per VLAN is only one way which is doesnt really help as we deliver synchronous service, is this the case? I need to be able to set a minimum and maximum burstable bandwidth per customer can this be done and if so where and how.

You can use rate-limiting for this.

Thanks for the documents but this doesnt actually work as I need to be able to set the CAR per customer VLAn and then contend say for example 10 customer VLANs in a contention group.
