Controlling WAN Internet usage - Frame-relay

I inheirited a network which consisits of 45 branch locations and the HQ. In the HQ we have a Cicso 2620 with 2 WIC's (1 controlling the frame for the branch offices and 1 for the internet pipe). Behind the router I have my firewall (Watchguard Firebox II). I am able to control the internet usage for the home office but the branch offices can access anything they want. Is there anyway I can setup the branch offices to "go through" the router without bypassing the firewall to monitor/block usage on the internet without going into huge access-lists? Thanks!

if your 2620 has an extra ethernet port, you can connect it to the DMZ connection on the Watchguard and route all the branch traffic that way. That will give you complete control of the branch traffic.
