Custom Queueing is using a Ratio between each of it's queues to allocate bandwidth, i.e. if you have three queues with the following byte counts - 7500, 3000, 1500 then your ratio is 3:2:1. If you turn these into percenteges ( 60%, 40%, 20%) you can then use this percentage to determine how much bandwidth to allocate to each CBWFQ (remember by default 75% of your bandwidth is avalable to CBWFQ so make sure you use this as the total bandwidth and not the line speed).
