DDR auto start when router is brought up.

I have a situation where I want to use DDR and callback. Most of the "interesting" traffic will come from the callback accept router, however, I do NOT want it to initiate the call. This is because there will be alot of "interesting" traffic, but the remote site may be down for weeks, so I don't want it to keep trying. I need the callback request router to initiate the call when it is up, then keep it up all day.

I set the dialer-list 1 protocol ip permit on the callback request router, but it will NOT initiate the call until I ping something that needs to route over the DDR link. I tried to turn on RIP, but that did not kick off the call. Debug does show the RIP packet sent to the interface.
