I have configured a DDR with dialer profiles on cisco 3640 and 803 routers. Unfortunately I am unable to bring it to function. I have attached output from debug commands. Any suggestions to the problem are appreciated.

Based on the config and the debug, it looks like 3640 is dialing out to 803..Right..?? Since we are using the dialer profile, its a good idea to bind a call on the dialer interface based on the "dialer remote-name"..So in your case, on 3640, you are using the "interface dialer106" to call out to 803..
So..You need to have the "dialer string xxxxx" where xxxxx is the number for 803..Also "dialer remote-name homcis03" instead of "dialer remote-name test800" as 803 will present itself with the name "homcis03" (ppp chap hostname homcis03 on 803)..Take the "dialer caller xxxx" out from the config on both the sides.
You only need "dialer string xxxxx" command on the router which is making outbound call..
Same on 803 too where you need "dialer remote-name HOMCIS03" under the interface dialer 1..
I think its a better idea to make 803 call to 3640 (hub and spoke environment)..
