Delay between VLAN1 and multiples VLAN

I have been expirence some response time delay between the divices that are installet in Vlan1 and the rest of the Vlan (6 In Total).

The network have 6 4006, 2 3508 and 5 ,3524 every floor has a dedicated Vlan.

Also the core swicth have a RSM module, the utilization of the cpu in this router is showing up 48%

It is advisable to not use VLAN1 for user traffic as Catalyst switches use VLAN1 for internal NMP control plane communications. If you have a lot of devices on VLAN1, the broadcast/multicast traffic created by hosts could be disrupting internal management traffic from the NMP such as CDP, VTP, PAgP, etc. This may be the reason why your RSM shows 48% because of all the I/O interrupts it is receiving from host broadcasts & multicasts.

I'd advise you to move hosts off of VLAN1 to another VLAN number.
