1. Create you vlans and their SVIs' on the distribution switch.

2. Connect all the Access switches redundantly to the Distribution switch

3. COnfigure HSRP for all VLANS under the SVI

4. Interconnect your distribution and Core switches on routed ports and run any preferred IGP

This way you would have redundancy at each level

This is very contentious subject and everyone must certainly has there own opinions with regards to L3 or L2 to the edge or access layer.

The fact of the matter is that some respects L2 can offer equal reconvergence time to that of L3. For example Rapid Spanning-Tree.

Also your topology for where your VLANs are deployed will affect your design. For example you may have multiple wiring closets where users are situated in the same VLAN, and therefore you have a dependency on L2.

If you require HSRP for gateway redundancy for your access-layer, then each switch should be redundantly connected to each of your two distribution layer switches with an SVI and HSRP instance for each VLAN.

Then configure your spanning and HSRP priorities accordingly for utilising both uplinks balancing the VLANs across the trunk links.

Regards

Allan.
