Perhaps I don't understand what the purpose of the "(no)ip dhcp conflict logging" command really is, but wouldn't you want to record DHCP address conflicts on the router even if you do not configure a DHCP database agent for the router?
as I understand it, the Cisco IOS DHCP server records DHCP address conflicts in a log file, and that log file is stored on a database agent, and the database agent is the only way to record address conflicts. If there is no database agent configured, there is no way to record address conflicts, hence it is recommended to turn off conflict logging.
So that means the router that is configured as a DHCP server cannot store an address conflict log file without that database agent.
This is actually a pretty cool feature, i didn't even know it existed until I was looking for a solution to advertise a subnet (prefix in BGP talk), only if a certain condition existed. This is exactly what conditional advertisements does
