DHCP Server & ip helper-address

Using 2 ip helper-address entries configured (on one interface) to point to 2 different DHCP servers.

Could someone confirm that the first entry will be used and that the second would be used only when the first server no longer respond (scope empty) or is too busy ?

Nope, they all get them at the same time! Router doesn't care about what the DHCP servers are doing, just shovels request packets to them! If the DHCP server is too busy or doesn't have a offer, it won't respond. The router really doesn't care about that part of it!
