does anyone know what this is used for, i have looked but dont understand what its for ?

hi carl...
dialer rotary group is used to apply a single interface configuration to a set of physical interface....its mostly used when you have multiple caller and calling destination...you can say its entyty which allow you to propagate an interface configuration to multiple interface...

a dialer rotary-group is used for those situations where you have multiple lines bundled into a single rotary group used for async dial-in or ISDN channel rotation.
kind of a huntGroup for async & isdn interfaces.

so if it has say 16 lines on a PRI, does it try each one to see if its not in use ?

no, you should not need a rotary-group for a single pri alone.
the channel selection of your pri(s) is usually defined by your pbx. it is usually top-down or bottom-up and it does work in a round-robin fasion. if a channel is busy that it attempts to use, it chooses the next available in line.
