Difference between 'sh int rate-limit' and 5 minute rates

Does anyone know what is being reported by the "conformed rate" line of a 'sh int xxx rate-limit' output? For example, on a FE interface the output conformed rates add up to 491000bps, while a 'sh int' on the same interface reports a 5 minute output rate 0f 7273000bps.

Why the discrepency?
