I have a central site with a 3640 with a ISDN PRI card installed, A number of users connect and forget to disconnect thus running up high bills. Is there any way of automatically disconnecting all users at sat 3am each day ?

Time-based ACL. This may be of some help:

Can you manually disconnect a caller? If so, what command do you use?

First you issue a sh user. This will give you the PRI-line on which the user dials in. Let's say it is interface Serial 0/0:5
Then you do a: clear interface s0/0:5 and he is gone!

I think you need to configure callback feature so that u can consolidate your bills and avoid users leaving the line online without using.
