Anyone knows if can I use interface line rate greater than DS3 with DCAR and/or Class based policy ?
Thanks in advance.

Don't see why not... I am rate-limiting a customer to 100Mbs-200Mbs on Gigabit circuits with no real performance hit... This is on a line-card on a GSR, not sure what the CPU hit on other platforms is...

HW Architecture is:
7507 with GEIP+ and 4 VIP4-80 ...
at URL "http://www.cisco.com/warp/customer/732/Tech/car/" I found:
"... CAR provides managed discard between the excess burst and extended excess burst parameters and CAR is highly optimized to run on high speed links (DS3 today, OC3 soon) in distributed mode on VIPs on the 7500. "
As you say, I found documents about use of DCAR on Gigabit circuits, but ONLY on GSR ... nothing about 75xx platform ...
