Is this feature supported in the SMI version of IOS?

It is not currently supported in the 2950-EI. I do not know if there are any plans to support the feature. My guess would be no since the 2950-EI is not considered a Metro Switch product.

Yes.

The feature requires at least IOS version 12.1(9)EA1.

The major differences between the 3550-EMI and SMI deal with routing functions (routing protocols and HSRP). The following link is a marketing glossy, but it's pretty good.
