In 12.2(4)T there is a new command "dialer persistent" to implement nailed connections on dialers. As the Cisco827 might not be able to run 12.2T, you can use a workaround of configuring "ntp" on your router against an external ntp server. The periodic ntp packets will keep your link up and will re-establish the link after the link went down.
