dsr down cts down - line protocol up; dsr up cts up line protocol down

I have a problem with the connection whereas at my office the line protocol down but the remote office is up but the dsr& cts down. line provider provided the hardware loop from remote office and i can see my line protocol up- need your help to isolate the problem.... thank in advance

Serial4/1 is up, line protocol is down

Hardware is M8T-V.35

what kind of CSU ? internal external ? Can you post the configs from the service-module or the T1 controller .
