Actually in this case the suggestion is ok. You are correct that in general lines added to an access list go at the bottom of the list. There is one exception to that rule and this is it: in standard access lists statements for a specific host are place into the list ahead of statements for for general addresses (subnets and networks). So if it were an extended access list or if the addition was for a subnet, you are right that it would have been added at the end. But for a host match in a standard access list it is placed higher in the list.
This is actually a pretty cool feature, i didn't even know it existed until I was looking for a solution to advertise a subnet (prefix in BGP talk), only if a certain condition existed. This is exactly what conditional advertisements does
