EGP (the protocol) - Neighbor transition from down to up

Please ignore if you think this is a silly question and is not worth a response, but......

After a neighbor has acquired a neighbor, it maintains the neighbor by sending periodic hello messages, and the neighbor responds with an I-H-U messgae.

AFTER A NEIGHBOR HAS EXCHANGED 3 HELLOS MESSAGES AND GOT 3 I-H-U CONFIRMS BACK, THE NEIGHBOR TRANSISIONS FROM A DOWN STATE TO AN UP STATE!!!!!

Why does it not just come up straight away?

I think that is the way EGP maintains state information of neighbors as it transitions through different states. Wondering if it is meant for verifying the stability of the neighbor since EGP was used during the period when link quality was not that good. The RFCs should be able to provide you some idea.
