EIGRP Topology Updates effected by static routes

I am puzzled by a condition on my network. In some locations a static route for a segment prevents that router from updating neighbors with the segment covered by the static route. I would think that the topology database would still hold the route even if the router's IP routing table did not.

This is normal behavior. Even though a prefix is in the topology database, EIGRP will not propagate that prefix to a neighbor if the entry installed in the RIB is not from EIGRP (static in your case).
