If your question is about the "network" statement in the router eigrp configuraton mode, then yes. What you do with it is activating eigrp on interfaces with the adresses in the "network x.x.x.x wildcardmask" range.
That means yes to your question, you only have to add the local connected networks, all the other routes the routers learns trough other sources don't have to be mentioned, imagine how bad a configuration like that would scale.
