You need to upgrade your IOS. CEF was introduced in 12.x series of Cisco IOS.

"ip cef" should be the command used in Global config mode.

What is the error that you are getting while enabling CEF.

What is the IOS version that you are using ? (show version would reveal).

when i enter into global configuration and enter '' ip cef '' and press enter it does not recognise the command.

The IOS I have on the router is Version 11.2(17)P

Do you enable CEF globally or by interface? What is ip cef accounting and ip cef load-sharing? Does accounting let you do some kind of reporting?

CEF is enabled on a global basis.

ip cef load-sharing is a interface command, used to specify per-packet / per-destination load sharing mechanism on that interface.

ip cef accounting - This command helps in collecting information such as number of packets and bytes switched to a particular destination. The collected info can be viewd using " show ip cef" command.
