Ethernet Machine <--> Router Cisco <--> Smart Switch Router (ip Ruting) <--> Router Cisco <--> Ethernet Machine.

Well, yes, I suppose that IP over IP tunneling would work, but I'm unclear what you're trying to accomplish here.

Is there some reason standard IP routing won't work? You might want to take a look at IP Mobile-arp, since I'm guessing the two ethernet devices are on the same IP network. However, I would not consider Mobile-arp a long-term solution.
