I have a problem in Cisco7204's fastetehrnet. Ican't ping any neighboors but routing table is populated by rights routes. the arp cash is empty . There is no access-list to forbid traffic. What's the problem?

can you paste in sh cdp nei for this interface , sh ip arp , what is it connected to ? a switch ? are you sure everyone is in the same vlan ?

Is this router connected to Internet?
If so, have you read last Cisco Security Advisory?:

Your empty arp cache is a symptom of this problem.
