As per cisco "While transmitting a frame, the local buffer of the controller chip received insufficient data because data could not be transferred to the chip fast enough to keep pace with its output rate. Normally, such a problem is temporary, depending on transient peak loads within the system. The system should recover."

The router is under load so it can't keep up. Do a show buffers (failures? More than 0.1% of total hits?) and show interface x (high Queue Drops?). If yes need to troubleshoot why (eg for queue drops http://www.cisco.com/warp/public/63/queue_drops.html and for buffers http://www.cisco.com/warp/public/63/bufferleak_troubleshooting.html).

A list of errors can be found at: http://www.cisco.com/univercd/cc/td/doc/product/software/ios121/121sup/121sems/emdindex.htm

Hope it helps.

Steve
