Failure - Creating connections connection Managment

When creating a Frame relay PVC connection using the connection manager , a failure happens stating that " Cmgr: failed due to timeout

Cmgr: Agent not responding , request timeout"

I checked the Service Agent & it is running , community string is right , & using the default port 8161.

Is There any troubleshooting steps to follow?
