Filter DHCP servers on 3500 Switch

We are having problems with users putting SOHO routers on 3524 switch ports (backwards) and suddenly becoming a DHCP server for the users on that switch. Is there anyway to filter these responses? Are there any other suggestions for a solution?

Have you looked at port level security ?

My understanding of port level security would be that you lock a port to device (MAC address). I have tried to avoid this, as it becomes a management nightmare.

I may have to do this, putting known devices in a safe VLAN, and all other devices in an unsafe VLAN. This way, users that plug unknown devices in the ports that are not locked down will only hurt each other.

I still look at this as management problem. Any other ideas?
