filter ip and mac address

Hello

my customer wants me to config ip and mac filter

(that means one ip to one mac address(pc)) ,

the clients(pc) can only use it's own ip address

and can not use other ip address

I want to config the settings on Cisco 3500 and 2950 series

switch

how to config it ?
