My dear chap,

Did you check to make sure there is no spanning tree loop happening on your network ?

The Astro is an asic on the supervisor. I suggest you log a call to the TAC and send them the output of the command dump1 and show health 1.

They will be able to determine if there is a problem with the supervisor. Groups of ports are mapped to the astro asic on the supervisor. A faulty astro asic will force a group of ports to be disable or flap. If you move the card to another slot it will work. Do this if you are running out of ports to use. The reason why it will work is because the astro will map these new combination of port/slot to a different position on the astro.
