What would cause the interface broadcast counter to constantly incrementing?

Routing protocol traffic (hellos, updates, etc)

You may be having the routing protocol running over this serial link with "frame-relay-map ip.." command to map ip address with dlci. Now doyou have "broadcast" used with that frame-relay map command?
Many broadcasts are because of routing updates over that link.
