will a frame-relay T1 push 1.5M out and 1.5M in for a total of 3M.

Yes, provided that the carrier allows full capacity on the T1. T1 speeds are bi-directional, meaning 1.5M in each direction.

I guess I should have specified the Cisco T1 WIC. Will they do 1.5M in and 1.5M out simultaneously?

Keep in mind that you will never get completely to 1.5, but yes, being bi-directional, you can get close to 1.5 in each direction.
