Frame Relay Traffic Shaping and CBWFQ

I am using frame-relay traffic shaping and also CBWFQ. I did not set a mincir value so by default it got set at 1/2 x cir(which I set at the true access rate). With CBWFQ, I set each class in my policy with "bandwidth percent". Because I did not set the mincir value, it is taking the bandwidth percent from the default value which is neither my true access rate or CIR rate. Should this be a concern? I used "bandwidth percent" more to give each class a priority ratio. My bandwidth percents for my four classes are 45, 30, 15, and 10. So during congested periods, I was hoping that my bandwidth would be distributed in a 45:30:15:10 ratio. Or should I be concerned with the bandwidth that is being guaranteed for each class which would be 45% of (1/2 x cir), 30% of (1/2 x cir), etc. which really would not reflect either my true access rate or CIR.
