Frame-Relay traffic shaping

If I have the following configuration, assuming standard traffic shaping configuration:

(Figures approx)

policy-map ...

class class-default

police cir 300000 bc 3000 pir 2000000 be 17000

conform-action ..exceed-action ..

violate-action drop

..

map-class frame-relay FR

no frame-relay adaptive-shaping

frame-relay cir 512000

frame-relay bc 5120

frame-relay be 15360

frame-relay fair-queue

service-policy ...

Does this mean that at the very most in any period of 1 second, I shall not receive throughput greater than CIR + (1 * BE) = 527360b/sec

It has recently been bought to my attention that this may be the case, as apposed to Be being available for each and every TC interval, therefore giving potential throughout of 2Mb/sec.
