is this a type of service/line like isdn/dsl etc or is it just an ecapsulation like ppp, hdlc etc ?

Well, given the question, it's both.

You can use Frame-Relay encaps on back-to-back routers in the Lab (usually run through a FR switch for more than two PVCs / paths) ....

Or

You can order Frame-Relay service through a provider (which uses Frame-Relay encaps) the same as you'd order ISDN, POTS, or a P2P link.

It's usually deliverd on a T1/E1 or Fractional T1/E1
