A PVC status of deleted means that the local FR switch has stopped advertising your DLCI to the router , The FR switch that is attached to your router 1 is still advertising the local DLCI and there is no problem between router 1 and the local FR switch , don't forget DLCI's are only locally significant. The PVC state of inactive means that the PVC on the remote end is in some other state other than active . It is learned this way through the FR switches.
In Frame Relay there's a header field called the "active bit" that indicates weather a PVC is active or inactive. Inactive generally means that the remote end is down. Presumably Frame Relay switches send this information to each other so that an outage at the remote end is detectable.
