ftp publishing

I know this may be an off topic question but we have a isa server here, and it has a publishing rule for ftp, why do we need to publish it ?

Because that's the way ISA works? :-)

Seriously though - ISA is a cache/proxy/firewall combo type of thing... if it's acting as a firewall, and you have an FTP 'inside' of it, then you will need to publish it which I believe is the ISA equivalent of opening the port (and maybe doing some kind of backwards-proxy, my ISA knowledge is a little hazy as I avoid it when I can)...

I guess it depends a lot on your topology - if you don't want ISA involved then you can use your firewalls (if you have them) on their own to protect the FTP server...
