Is there any way to generate TRAP if the load of a gigabit link reaches a configurable threshold on a catalyst 4500 IOS ?
If this is not possible on the switch, is it possible to do something with Ciscoworks ?

RMON alarm, also called RMON trap, is exactly you need. The catch here is setup right threshold and polling interval.
