Help me with my network diagram!

Here's a link to it. One of my questions is, when i specify the destination as the "internet" in my access list entries when allowing or denying internet access, am i specifying the IP address of the router? Or what? (based on that diagram)

You need to have NAT implemented and specify access-lists which will be permitted / denied in NAT.
