High ping times across WAN links

We have 2 frame circuits 64k going to a remote site which combines into one 128k pipe at the remote site. Running an extended ping from our site to the remote site (and visa versa) with 1450 byte packets across a 64k pipe, we are seeing in the neighborhood of 450ms to 500ms average. Is it normal for a packet this size to have this kind of latency??

The capacity of the 64kbps link is 8 Bytes / ms so if you look at the pure payload you are at 362.5 ms for both waysof the ping. Add a little overhead and think of other traffic or features that you are running, then 450 might be ok.
