How do I prevent NTP broadcasting unsynchronized time?

Routers in our stores receive NTP over frame relay. If the frame circuit is down, and someone in the store resets the router, how can I prevent the store router from broadcasting unsynchronized NTP info on the store Lan?

To my knowledge, it will do this already "out of the box". If a router doesn't have synchronization to a known good clock source, it will refuse to answer queries from other devices. You would configure "ntp master" to override this, to force the router to consider its own clock good enough, but this is not the default.
