How high is too high for CPU usage on router

I have a 2501 router running NAT (5 static statements), and is considered a gateway of sorts, merging alot of traffic into itself then routing it across 2 Serial links running eigrp (load balanced). Sometimes the CPU utilization can go upto 74%......Sometimes the users complain - other times not...I guess my question is - What CPU utlization is considered too high?

Designing Cisco Networks by Diane Teare (the official CCDA coursebook), page 63, says:

"As every good engineer knows, the answer to most questions about network performanceis "it depends".

.

.

Cisco routers 5-minute CPU utilization should not be more than 75 percent."

74 percent consistent utilisation is not good. Give a show process cpu, and you can find out which process is utilising more CPU at any given pt. of time.

Try enabling fast switching. That can bring down the CPU utilization.
