You first move, based on the dspalms output you have provided would be to clear the Interface shelf alarm. From the output it appears whatever is connected is reporting a Major Alarm.
After you have cleared that alarm you can begin looking at the remote alarms, issue dspnds, this should inform you of the other nodes and their current alarm status. Start by looking at the one with the Major Alarm and then work on the Minor Alarm node.
This is actually a pretty cool feature, i didn't even know it existed until I was looking for a solution to advertise a subnet (prefix in BGP talk), only if a certain condition existed. This is exactly what conditional advertisements does
