I understood CPU utilization is monitored from the cpmCPUTotal5minRev OID 184.108.40.206.220.127.116.11.18.104.22.168.1.8. part of the CISCO-PROCESS-MIB. In the absence of this OID we were using avgbusy5 OID (22.214.171.124.126.96.36.199.1.58). However, the avgbusy5 OID has been deprecated by cpmCPUTotal5minRev
and cpmCPUTotal5min OIDs, therefore some SNMPAgents may not respond to a poll of this OID if queried.
