How to configure AS5300 VoIP gateway so that it can only receive an incoming voip call from a certain ANI number.

Normally this is done via IVR/AAA.
Also try the following
make a pots dial-peer which has the following
configured:
answer-address (ani here).
Should avoid any other pots dial-peers with port configured.
