How to provide delay? with WRED ?

Hello!

I have 4 flows sent with a constant rate 100 pkts per second. The packet size in each flow is 1400 bytes.

After passing WRED each flow gets some packet loss and delay variation.

My question: In WRED The queue size for each flow must oscilate (it is not constant) But on tje output of the router cisco 7206 I get the constant RTT for each flow.

How can it be?

Here is RTT graphs.

Please tell me why RTT doesn't change with the change of queue length(in WRED)?
