How to rate-limit fastethernet interface on 1720 Router

I wish to rate-limit the ethernet interface on a 1720 router. Is CAR available on this router? The rate-limit command is not available to me on any of the interfaces. Do I need a certain IOS or hardware version to allow this? If CAR is not available, is there some other method I can use to rate-limit the traffic on this interface?
