Hi,
there is no privilege accesses level scalability in CatOS.
Just user (normal,exec, non-privileged) level and enable (privileged) level.
You can go to the enable level by "enable" command (need to know the enable password) and change the config.
But no privilege accesses level tuning like in IOS.
