Is there a way to configure router IOS to block peer to peer file sharing applications like Kazaa?

Certainly. Find out what ports they use and block them on the external interface using an ACL...

some applications are using dynamic ports, NBAR is mainly for blocking this kind of application.

You ll need to use NBAR< because, kaazaa 2 uses dynamic ports, so you can block port 1214 to block like kazaa1 used to be.
