i think your issue is ip add. 127.0.0.1 is a standard ip to check connectivity in your hardware.what kind of os you ar running?
for windows you can just download any tftp server from cnet.com. assign an ip to your nic card. assign an ip to ethernet port in router make sure both in same subnet and can talk to eachother.
you should be able to ping becasue tftp server use the same ip address which is assign to your nic.if your router can talk to nic it should be able to talk to tftp server. one more thing before downloading ios or anything makesure to connect the folder (where all of your ios file are save) through browse.
